Ukrainian President Volodymyr Zelensky Declares Absence of Clear Defense Guarantee from Allies

President Zelensky has stated that Ukraine's partners in Europe have not given him concrete pledges that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after the UK and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which included some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Allies proposed that the US would take the lead in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the announcement made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could function on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "significant leap of progress".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"However, until we lack such binding security pacts - legally binding, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia reciprocated the action.

Moscow now holds about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with more limited success.
